If you are doing PhD from a good institution there is no need to do a second PhD. You can boost your work by a postdoc in a developed country. If you are open globally, this is not too difficult. Probably the best way will be to find a job where you can do research like as a research assistant or research associate at a lab of a research institute or university. Some corporates also have good research labs.

IELTS is needed by Canada, Australia etc. GRE is optional in many cases but a good score does improve chances. You will need to mention in your statement of purpose why you want to do a second PhD. I would recommend a postdoc if possible.

I am not aware of ugc guidelines in this area. Most people do one PhD as this is more than enough in most cases.
