ya need to get a hold of the liquid cooling kit with the two vrm heatsinks that goes to theses systems or rip one out of a dead parts unit or the the Corsair Hydro H60 but ya still need the two vrm heatsinks.
try some settings in the bios enter setup which will send you to the bios and look around the security settings in the bios if you cant find anything related to that i would take out the cmos battery to reset the bios and hope that works.

I second that... sadly.. removing/disconnecting the cmos battery would be one possible solution.
God that's a horrible case setup, the CPU blows straight into the PSU with a fan that the normal dell optiplex series have as well that's awful
Better to just build then buy a pre-built.
