It will still work, but it performs much better if you have a lot of conversion data. I will start campaigns sometimes with Target CPA and set Max Bids through the portfolio bid strategies page to control my CPC. Then I will increase the max bid as I get more conversion data. You don't need to start with Manual CPC or Enhanced CPC though.

The hardest part about learning Google Ads is you have to spend money on ad campaigns to learn how they perform. I worked at an agency for 3+ years and it was the best thing for my knowledge. I had limited paid advertising experience before that. You can create your own Google Ads account and create campaigns without entering any billing information if you don't want to spend money on paid ads. You can also create a website and use it to run paid ads.

Google allows it, but all URLs in the campaign must be published in the same domain.
Yes, you can use multiple URLs in the same ad group from your website. It's the best way to test your landing pages.
