      On the contrary…
Im not actually sure how it does in Gen9, but for Gen9 NatDex OU, Pex is one of Garganacl’s best buds, taking on the water attacks it doesnt want to take, removing lefties with knock off, setting tspikes for chip, and it burns threats like KGB and Rillaboom.
I was lowkey hoping it would drop to UU so OU teams wouldnt have been as prepared for it, but im happy it still does wonders in Gen9 Natdex in spite of the recover nerf.

One thing I’d like to add that I’m not sure if you mentioned but, it’s weakness all have immunities. Ground - Flying, Electric - Ground and Psychic - Dark (Lando covers two). So even if you can hit it with a power 2HKO move it can pivot to a immunity which can cause serious mindgames which will lose massive momentum if you pick wrong. Now that with knock off + T-spikes puts your wall breakers on even more of a timer, one where if you don’t kill it before you’ve lost your choice item or before your breaker-mon dies you’ll instantly lose.

I honestly felt as if Toxapex' access to Knock Off was every bit as problematic as Scald, and should be emphasized more heavily in the fanbase's collective remembrance. In the first half of generation 7, before USUM and the Knock Off move tutor, Toxapex was extremely viable, but not truly oppressive and inescapable. However, once it gained Knock Off it went from top-tier to truly despicable and, well, toxic.
A pokemon with Regenerator, immunity to Toxic, and with such great defensive typing should not receive Knock Off. It just gets way too many opportunities to switch in at little cost and deprive your team of their items. This went from being gross in USUM to being outright insulting in SwSh, since you no longer had Mega Stones and Z Crystals on your team giving you members immune to Knock Off.
While Tangrowth also has Regenerator and Knock Off, at least Tangrowth has a defensive type which is much more situational in use. It also has no immunity to Toxic. This leads to its access to Knock Off feeling far, far less oppressive, and more like a balanced aspect of Tangrowth's toolkit.

Is sack the Clef bring in 'Mence hit the Hurricane and hope
He misses one time then he misses again
And Thunder Punch is only hitting him for 22%
Double Iron Bash gets a few lucky flinches

Pex knock the Meli now it's 'Skewda all alone

In official Doubles or a 3v3 or 4v4 system that most other monster collectors use, a monster like this can only do so much on its own. In the 1v1 settings of Singles, it can just come in again and again without worrying about getting ganged up on and cushion the damage.

I dont mind it on opponent teams but i hate using it because i believe its too passive. Now that it lost knock off and scald, it relies on toxic or rocky helmet to do any damage and it gets punished by substitute mons in gen 9.

    Knock Off

    Haze

The only thing that held this Mon back was that sometimes it would be forced to switch due to it's low HP and that could be exploited. One of the most annoying mons possible... Unless you're in pokebilities and get all three abilities, so you set up T Spikes and spam Venoshock

Honestly, Toxapex was to OU what Yuumi is to LoL. Is not impossible to defeat, but it demands such unfun playpatterns and specific answers that it should have been banned just to make the game enjoyable, but Smogon are not developers and IT SHOWS. At least GF is not the stubborn of riot who will refuse to make her able to take damage like regular champions, and decided to make it very passive so it now has actual counterplay.
