I work in Monticello and I drive by the town square and courthouse every day. The Sac-O-Suds is actually located about 9 miles west of downtown Monticello on state road 16 near the Ocmulgee River bridge. The store has had a few owners and been closed a couple times. The current owners did a remodel about 3 years ago and it really looks nice inside. A few scenes were filmed in nearby Eatonton, including the General Putnam Motel scenes. The General Putnam Motel is the very first place Vinny and Lisa stayed when they came to town. It is also the place where the steam whistle from the sawmill kept waking them up in the morning. The hotel is no longer in business and most of the structure has been demolished. The courthouse scenes were actually filmed inside of a warehouse in nearby Covington. I'm not sure of the exact location, but I believe it was on highway 278 near the downtown Covington square. The prison scenes were filmed at Arrendale State Prison, which is about 100 miles north of Monticello. It is now exclusively a women's prison.
