It has been approved by ACI engineers and referenced in the IBC code as a viable and economical way of saving on the use of wood. The reason for it not being used in Jamaica is that mason's don't know about it,those who know don't own an Angle Grinder to modify the blocks. Recently the Chinese have sold block making machines locally that can make those blocks. I tell you it's like a state secret,lots of engineers know but won't detail it on plans because they don't want to upset hardware stores. There are tons of cost saving and modern building methods that are being hidden from local tradesmen,one of them is Beam and Block roof,very cost effective and fast. Matalon,Gore and large developers hide things from local mason's because they want to control everything.
Thats not how it is done in jamaica we go for more strength in the building and that is why we do the cage for the lintel I have never heard of building done this way failing if it have the right concrete mixture and coverage

The building code requires 16" (inches) apart but because of costly expenses some people place them 2' (ft) apart

Yes i know U are right on that a lot of other countries use it also but it's left to what the client wants at the end of the day
