I remember a few years ago some random users would crowdsource sattelite photos in 4chan threads. Like "what kind of tanks are these? They don't quite match T-90s.
And 4chan would pool knowledge and be like "oh they are T-72s seen from X angle and using Y attachments created at Z time, see look at these other photos from a military parade, and look at the shadow angle cast by this light post that we know is this shape causing this much distortion."
It makes me wonder now if we were doing free work for some intelligence analyst.

I believe he was referring to the program cost, which is the _total_ amount spent on the entire Reaper program - they've built around 200 of them thus far so it would be $18 billion divided by 200. The actual flyaway cost which is like the assembly line price tag is around $15 or $16 million per aircraft. That doesn't include R&D or anything else.

Sir, just so you know. These UAV's are so expensive because they are remotely piloted using encrypted high speed satellite data connections. The vehicle is not the only expense. There is a large remote control center located at Nellis Air Force Base (near Las Vegas, Nevada). Each drone has a remote pilot & flight engineer, sometimes mission specialists, each with their own console that communicates with different parts of the drone.
Also, the cost numbers you are seeing for these systems is for the control center, the communications systems, multiple vehicles and everything needed to support them. So USD $18 Billion for 195 MQ-9 drones @ USD $92 Million per vehicle.
