In the 1970’s Doctor Who was exiled to earth and script author Malcolm Hulke took issue with this new format - he believed this’d limit the show down to only two kinds of stories, mad scientists and alien invasions. Terrance Dicks, Gigachad he is, claps back at this with a third concept… Creatures that were here all along.

I have this nagging feeling like the series could do something even better, braver. An episode set far in the future, when aliens come looking for 'These Silurians?" and the Dr (and the entire human race) get to play the super guilty version of that Star Trek movie with the whales.
"Silurians? No, we don't have a long, eventful history of genocide against them, one tiny base at a time."

The show could literally make a multipart episode working around the show's inability to depict peaceful coexistence with Silurians (for mostly budgetary reasons.). Lampshade Lampshade Lampshade!

The Silurians were not an original concept. The production team were ordered to make Doctor Who more like Quatermas which the BBC was considering reviving and replacing Doctor Who with. This was the reason for the exile to earth and the paramilitary organisation the Doctor was attached to. Several of the stories in Pertwee's first season were literally rehashes of Quatermas plots.
The films had recently been shown on TV and Quatermas was popular again. The latest of the three films was released in 1968 Quatermas and the Pit. It featured the discovery of a race that preceded humanity and gave rise to our evolution from apes into humans, there was also an identical plot line of racial memories and insanity being triggered by exposure to an image or seeing the creatures.
The first series of the season Spearhead from Space borrows heavily from the second Quatermas story Quatermas II. This features a similar space seed motif also seen in Invasion of the body snatchers, where rocket shaped containers land containing an alien intelligence. They infect and dominate people, and enslave them and get them to work for them in an industrial complex, where they can multiply. The domination element is hinted at in the show but never explicitly mentioned. Yet someone would have needed to have been compelled to collect the globes they would not have had a handy auton to hand when they arrived. They also replaced several people with copies and hypnotised them and installed them frozen in Madame Tussauds, so there is an element of mind control going on that is not really fleshed out, that was very apparent in the original. Watching both and seeing where they got the plot from really fills in all these plot holes.
The Ambassadors of death is a retelling of the original Quatermas series with a crashed spaceship and missing crew. It really begins in the same vein and diverges from there.
Of the four stories of season 7 only Inferno is truly original.
But you can see where they took the directive to make the show more like Quatermas and base it on Earth and turned Doctor Who for a season into a Quatermas pastiche.
Terry Nation had done this before with the Daleks, with his first story being a retelling of HG Wells Time Machine, and its sequel Dalek invasion of Earth being the same authors War of the Worlds, but that is another story.

No but you could do so many more stories with them if they stuck around. The triumphs and failures of integration.
I'd say they were less wasted, and more overused. Their first story uses them best and should've just been a one-off. Warriors of the Deep has no reason to exist as a story, and I could probably live without them in the New Series too.
