theory that the doctor has thought they’re alright because everyone got happy endings, right? but the the toymaker’s puppet scene was where 14 realized no, everything’s not alright, those people might have gotten happy endings but he still lost them, and that ties in to him staying behind with donna & co because he can’t keep going and losing people and pretending it’s all fine
I don't remember it particularly well but didn't he bury Jack alive for hundreds of years? Regardless of his motivations I feel like that trauma makes him worth villain status
