Frostpunk has PLENTY of replay value. Endless mode (play outside the scenarios) provides plenty of opportunities to explore different play styles, to embrace a wide range of challenges (do a search for "Frostpunk Challenge" and you'll see what I mean), and several difficulty levels which definitely change things up at each level. What works in Normal may not cut it in Hard, and will definitely fall short in Extreme/Survival mode, requiring you to re-learn how to play the game each time. Elements introduced in the DLC will let you attempt to build your Generator from scratch not in balmy autumn weather, but in increasingly bitter cold, and a range of settlement sites ranging from cramped to broad to stone islands separated by rifts impassable without expensive bridges adds even more challenges to the game. Frostpunk has a lot of potential for those willing to push the limits. =^[.]^=
the thing about this games is that plays like a puzzle game more than a city building one, always the same choices and actions because its the most optimal path, specially on harder difficulties, where without techs, workers consume more coal and food than they produce, so you always have to min man the same stuff, faith over order and always choose child labor.

I am guessing that anything other than the "endless mode", with three variants, is not going to be endless but have an end game..? I assume that the end game applies to "A new home" start also..? An endless game would appeal to me, perhaps similar to sandbox (?), but would I be missing out much by jumping straight into that one over the New Home start..? Thanks.
A new home is the experience the game was designed around, so you should probably start there. The other scenarios are kinda gimmicks but still fun. I haven’t played the last autumn but it seems like it plays totally different from anything else. All the non endless mode scenarios have endings. I think New Home does the best job at having a proper endgame with the storm, the endings of the others just feel kinda abrupt and not worked into the gameplay. You won’t be missing anything by starting with endless mode but A New Home is the ideal Frostpunk experience imo.

Last autumn is aparently best scenario that even fix problem with "order or order with christ" problem.
