Not to mention that the former feared Russian army has shown that it's a joke. No country will turn to Russia as a protective power against neighbors or the greed of larger nations. They can't even get a war done if they're personally involved, how much could you expect from them when it comes to aid you?

if you're shooting close to a town or village there's a pretty good chance you'll hit your target, as long as that target is a civilian target. So, according to orders and tactics.
according to @Perun (excellent channel by the way) it is part of Russian doctrine and they have a way to aim the ballistic trajectory onto their target. The Ukrainians do it also with their helis. The reason is enemy air defence which can't track the heli if it is flying low.
