I believe it was a little bit of both, they developed genuine feelings for each other, but they still played with each other at the same time. Yevgeny did all these things with her, but based on the flashbacks from the asylum and the conversation near the source, he came back at some point, saved her from hanging herself, recovered the medication for a while and that's when they started approaching, I think. And then he left her again. And Carrie was being held captive and used to Russia's advantage. That needle he stuck in her neck is a huge betrayal.
