Larry is stronger and doing a better range of motion and can throw the weights around as he pleases. However, with Chul's technique and execution, it somehow looks like he is engaging the muscle in a more hypertrophic fashion. The tension never goes away, it is just a bit of movement with a long time under tension and constant flexing, with the mind connected inside the muscle. For Chul it is all bodybuilding, not impressing anyone with competition-level full-rom strength sets. Also, there's no point in doing cheat reps and extending the set in the end, if you through the set let the muscle relax, and you never got a true muscle-building set in the first place. You might as well do it as well and as long as you can, and then it is done. You're training the muscle, not the CNS, if strength is not the aim. If you did it properly, there's no need to be red in the face in the end of every set. The muscle is now stimulated, and if you feed and supplement the muscle properly, the growth will happen. Then just repeat. It's easy.
But the way he does it emphasizes the triceps more so than the shoulders. Triceps are more active during the lockout but shoulders are more active in the lower half. Sure there is lots of stimulation it just isn't ideal. Check out renaissance periodization's content on full rom training for hypertrophy
