If I had to opt for steel, this is probably about as good as it gets. AR650 allows a somewhat less bulky design than the 500 series. It looks like it's maybe a pound or so lighter. Still for any protracted wear, I'd opt for UHMWPE which would halve the weight or if I'm up for spending serious cash, the top of the line ceramic composite Level IV which come in a bit over 5 pounds each. On the other hand these plates of yours are dirt cheap at $75 each. For that price you can get a number of them for training, backups, gifts or whatever.
Seen the Russians wrap steel and titanium plates with their version of kevlar with mixed results of effectiveness. They still have soldiers wear kevlar throat protectors as well as jumpsuits so spall would be mitigated. I still like the concept and like the look of the kevlar wrapping!

Do the “flat” plates have any curve or are they completely flat? Asking because I’ve seen single curve and multi curve plates.
