If that LoH had been any sooner, ie at 25%, theres a good chance he would have died, as he was just about to take another 20% hit. couple of hundreds of a second after that. Not only did the LoH save the raid, but the timing of LoH was also important.. albeit that was probably luck, but still.

We don't have the combat log to see everything that has been damaging him in that period of time. What we do see is that after Tukey did LoH on him, he also got weakened soul debuff. Which means priest(s) was/were on him, shielding and healing him. That's what saved him, because there could have been or not could have been an additional frostbolt from KT after that, depending on interrupts. To clarify, whether he would have received that "20% hit" (which you presume was inevitable and thus getting LoH'd later than earlier soaked up 1 additional hit by your interpretation, leaving 1 hit less to soak after getting LoH'd) or not, it's the healers who made the save following Tukey's LoH. If next bolt wasn't getting interrupted, healers had him; if the next bolt was getting interrupted, they're in the clear and the threat is gone for the moment. I understand what you meant, but you cannot state numerically something that is prone to rng/human factor (by this I mean critical hits and inconsistent damage taken; frostbolt on a timer along with constant auto attacks, healers' reaction and prompt decision making and his own usage of def CD's).
There were multiple factors influencing the outcome, but it was all jumpstarted by timely LoH, no doubt about that. Regards
