@@Marco-sm9bu My man, just move the king back and forth 3 times. That's a literal forced draw. Either a draw, or you make a different move, which will result in this technique taking longer. Not to mention the pawns could've been removed 30 moves ago and now you have to mate in 20 moves or 10 turns or else you draw. Again, just far easier to get the king on a back rank facing your king, then mate with the rook. 6 turns tops
If both players make the best moves then it won't but that's only if that rule starts at that specific moment chances are if you in this position you will either be low on time or have made many moves already. Also if you make a mistake it could mean and extra 8 moves with this
You ask your opponent if they think they can checkmate with remaining material. If they are not sure, I would call over a tournament official. Make them watch your opponent, and if they can't demonstrate that they can finish the game, I would get the TO to declare a draw.
It is much harder than the queen and king checkmate, you have to be very careful with your space and the amount of moves you make. I'm just glad there are so many other ways to get checkmate.

For the ones who struggle with this method you can do the cage method. It's the easiest way to checkmate with the rook. Basically you have to choose one corner to do the checkmate and you wanna lock the king in a small cage each time he moves towards the corner you make the cage smaller but make sure to have some space for the king to move or it's a stalemate also make sure that you defend the rook with the king and now make the cage 1×2. Now get your king to do the opposition with the king you try to checkmate and when he moves to the corner you checkmate him with the rook
This reminds me of a great game I had today I lost by checkmate but this guy with his rook and a king took 45 moves to checkmate me after killing my final other piece just about got 50 move rule drawed

After the fourth move, move the rook between the kings. Now you've got the king pinned to the side. A lot faster than your approach.
