There is no electric chair in use anymore. I'm not a lawyer, much less an expert on Florida's legal system, but I think that the theory that she's shutting down the "lack of competent counsel" path for appeal is probably correct. Carefully crafting your words to make legal arguments is what lawyers (which judges typically are) do. She likely had this planned out.
