@Ms ATXGault Every institution is different and highly depends on the inmate/prisoner you're visiting. Visiting someone like Gacy, a serial killer who was also scheduled to be executed and would have absolutely nothing to lose, would definitely require a waiver.
Obviously, Jason Moss didn't escape from these encounters unscathed - his suicide no doubt was part of these traumatic experiences. He got closer than he probably should have, and he paid with his life - by his own hand, true, but no doubt it haunted him. So I think he can be added to the victims list - tragic as it is.
Prisoners should not be aloud to sell anything or have any contact with the outside world except immediate family. What a slap in the face to the victims families!
