Yes, depending on your source it will be slightly lower or higher. For practical purposes, basses usually have the most power/color (control, dynamics, etc.) from F2-C4. Most classical rep for bass can be sung within the range of C2-F4.
If you are talking professionally, a bass-baritone can sing C2-F4 as well, but would not have the same timbre as a lyric bass or a basso profondo. Some bass-baritones can sing low like a bass but also high like a baritone. Vowels, projection, vocal color, tessitura, and control are factors as well, not just range. Some people have great ranges and may be a different voice type all together.
