If you try Windows 2000 explorer using Windows XP SP2 compatibility setting instead of 95/98 it may work, as that's closer to the architecture that it's expecting.
XP explorer on Vista has fully funcitonal Classic Start menu. so that means that Windows 7 removed some apis that made it work. if you could reinsert the missing gui code, you will get a fully funcional Classic Start Menu
Windows 8 build 8102 explorer works like Vistas one but with Windows 7 taskbar and orb. Windows 8.1 has more under the hood changes and is more like Windows 10 with an older ui

High Contrast themes rely on a manifest to display correctly, if it isn't present, then the Classic Theme will be used for the app instead.
