I think the best description of Doctor Who's target audience is "family". I would say most of the time it doesn't exclusively target children, adults and children alike can watch and enjoy it and that's what makes it so special in my mind
Couldn’t agree more, it’s a FAMILY show. Calling it a children’s show is an insult.
I've always called it a family show myself but I agree that too many people argue on what it is.
I will say though if you watch Sarah Jane Adventures that to me is a children show. It feels different because it's aimed at a different audience even if adults watch
The Capaldi era hate hurts. S9 at the bottom is crazy

Series 8 is so under rated. I didn’t think much of it at first or years after release. But rewatching it recently. I actually think it’s really under rated. Better than people give it credit for.
Doctor Who was made in the Drama department. It’s a family show not a kids show. When it came back it aired on BB1 not CBBC. That’s my opinion anyway.
Putting flux ahead of series 8 and 6 should be capital punishment

Hell Bent is dreadful. Heaven Sent was great indeed and I agree that series deserves to be higher
Planet of the Ood honestly pushes 4 to S to me. Made no impression on me when I first watched it, but I return to it again and again, it’s such a hidden gem.
Also Tate is just fantastic throughout. Her relationship with Tennant’s doctor is lovely. A great companion-Doctor dynamic can make me excuse the odd duff story. I can still remember when her return was announced and I don’t think a single fan thought it was a good idea. I was sure they’d jumped the shark. And we were all so very, very wrong.
Great Ep guys & I would agree with the majority of the placements you made but for me there's always something in every New Who series that makes me cringe. It's usually dialogue or really irritating stories that forces me to excluded them completely from an S or even A tier. Now I'm saying this because I can rewatch the majority of 1963 - 1989 and enjoy whatever story it is every time, but there's never a time when I actually wanna rewatch nearly all of what went out after the 2005 revival ...... and for me that says something . Now I do Like individual stories within each season but there's always more episodes I wanna skip and never see again & that never happened in Classic who for me . Though I do always skip Timelash and Underworld lol 🤣🤣🤣
Forget the tier list itself. The most controversial thing about this video is that Billy doesn't like 'The Suicide Squad'!

A tier list of every spin-off series (as in individual seasons) would be interesting - with Torchwood, SJA and Class alone there are 10 series to classify, with the two K9 shows taking it to 12.
Oh god now I can’t get the idea of the Doctor having to pay an infinite amount of spare room tax for the TARDIS

Series 9 is probably THE most frustrating season of the show.
Because it opens so terribly with the Dalek story,
Then is followed by a genuinely fantastic story of under the Lake, before the Flood.
Then we get into shite again with the ME two Parter,
Then back to good stuff with the Zygon Invasion,
Followed by , a decent Sleep no more (gets a lot of hate, but it ain't bad)
Then Face the Raven comes along, which was a really cool ep on its own, which could have had the perfect end for Clara, considering the missed chance from Last Christmas. Then Heaven Sent comes and make it all the better as what is one of the coolest episodes of the show.
And then Moffat goes and ruins both episodes, and the whole finale with Hell Bent.
Really , for the way the finale went , it probably might be my least favourite of the Modern series, but the season absolutely had potential to be brilliant
Disrespecting series 6 with a D and giving series 7 a B??? Absolutely criminal you two need to be locked up

Frustrated that Series 10 got bumped a bit and they didn't notice, but I'd agree pretty much with the ranking.

I agree with most although I'd rate series 5 as s tier myself. Agree that series 11 is very mundane, safe etc
I think that tier is about right really. I really like series 3
I thought I was largely pro-jodie-era until I tried to do this tier list and found myself putting S11 and S12 right at the bottom. I guess it's not really my favourite, though I don't hate it, I don't think there's any doctor who that I really don't enjoy, but 1,5 and 3 are on the top level, 10, 2 and 4 are just a little below, the rest of smith is just a bit below that, and I think s13 with it, s9 I want to like more than I do like it and it's just in a level on it's own, and S8, 11 and 12 all feel like the definitive weakest ones. But it's interesting to see where views diverge on that
I get the strong feeling if Billy was making this list by himself he would rank the Jodie Whittaker seasons far higher.
For me worst to best:
Series 7: Bit bland, and 11 can be a bit off around Clara
Series 12: Some interesting ideas but messy execution that would've worked if better connected together.
Series 11: Chibnall scripts are a bit Generic/ The guest writers provide more creative stories
Series 13: 1/3- Bland exposition 1/3- Fun Mess 1/3 Great stand alone stories
Series 6: Underrated, starts of strong but doesn't stick the landing
Series 9: Mix back, but some genuinely great stories
Series 3: Great, but the Doctor bugs me
Series 4: While I don't get the hype, I understand why it's popular
Series 2: Guilty pleasure season
Series 5: Good
Series 8: Recent promotion, much better than I remember
Series 1: Almost perfect
Series 10

11, 12, and 13 are all D for me. 11 does have two genuine classics (Demons, It Takes You Away), so it’s a bit higher. 12 has haunting, which is very good. 13 has War of the Sontarans, which has no right to be as good as it is. But otherwise it’s all just so naff.
Chibnall is just allergic to making the show be actually about anything. Smith-era Moffatt was irritating, but at least he had a perspective (a smug and unbearable one). I’ll fight anyone who doesn’t see that the Capaldi era is a huge improvement over the Smith era. That’s when Moffatt occasionally decided to just be clever and not always tell the audience how clever he was being. Didn’t always work but when it did it was better than anything since S1 IMO. I’m a Hell Bent lover, there aren’t many of us. It and the Doctor Falls two parter are to me, second only to Bad Wolf/Parting of the Ways in the finale stakes. And Husbands is the best Christmas special since Feast of Steven. Probably the only special, other than EOT, that I watch for pleasure, but EOT I always see more as a finale than a Christmas/New Years special. I’m also a Wedding apologist, I just think it’s brisk and fun, doing a single part finale was a good call on Moffatt’s part, there’s no time to really stop and think about how nonsensical it all is.
S6 is garbage, but I do appreciate that they were really trying to do something new. There are precious few moments where it actually works, but good on them for trying.
I remember when S1 went out, and I’m a similar age to Matt with a similar “raised on the classic series after it was canceled” story, and funnily enough it wasn’t until the Slitheen two parter that I really felt that Doctor Who was back. I was just too nervous to enjoy the first three, I found Unquiet Dead unintentionally morally objectionable, in 2023 they’d have shipped the Gelth to Rwanda. I love the whole thing now but AOL/WW3 was where I finally relaxed and went along for the ride.

Series one has to be my favourite. It’s so consistent in its quality, even the weakest one is still very solid IMO.
My least favourite has to be series 8. I cannot stand Clara, and the new Doctor gets pushed to the side. I don’t like the stuff with Danny pink either, and the episodes aren’t my cup of tea!
Most overrated is series 5. It’s good but has a few weak episodes and I don’t like Amy and Rory.
Most underrated is series 2. Genuine banger.

There's no series I outright despise I think some are weaker than others.
Series 11 is S tier for me, for the same sort of reasons as Matt. Whilst some stories are good, the lack of monsters really let it down, I ended up enjoying Witchfinders because it's one of the only ones that actually has one.
S tier is the highest? Matt thought it belonged in the D tier.

Series 5 is ruined by the finale, makes no sense at all!! How anyone can say it's great is beyond me, Pandorica opens is okay but, let's skip 2,000 years and forget the finale.
The reason why Who didn't get promoted must be because Moffat didn't care enough, simple Russel T clearly was all about promotion.
