One guy once told me their 小区 doesn't accommodate foreigners but I found a house in the same estate and the property management company had no problems when I went to register and get my entrance card(门禁卡). It's a mixture of both.

There is no permit. Stand gour ground and call the cops. Ask the cops to cite the law and be sure its on video. They will eventually cave.
Nope I think there IS a foreigner permit thingy in hotel/apartment regulations. Yeah the cops would be able to show.

There's an outdated one initially set up in the 1980s that's currently under reworks but it seems that not everywhere works the same pace.
