I agree with you. But in the United States, obtaining a driver's license is very easy compared to other countries. Most Americans don't know how to drive manual transmission cars because American culture has made automatic transmission as the standard. This makes obtaining a license very easy. The economy and salary in the US also allows you to buy a cheap used car or motorcycle.
Not sure how relaxed China is in allowing work visas, apparently you got it but, in some Western countries, local citizens must have priority in filling the jobs before employing foreign workers where there is calls to reduce foreign workers due to high unemployment, cultural, other factors. I regularly read that there's high unemployment for graduates in their field in China. People get stopped all the time from entering the US simply for going there to work even if they have a job there to do or are already employed there. America's reason is that you're foreigner taking local jobs which is a no no. Countries are not obligated to allow jobs going to foreign workers.
China is actually eager to get foreign talent to immigrate. They have a points system with special consideration for those who graduated from a Chinese university. Currently things are challenging due to the circumstances you mentioned, but I am not aware that they would make it harder for foreigners than pre-pandemic times. Cities like Shanghai actually lost a lot of foreign talent recently.
