Building muscle does not "require" a caloric surplus. It is *possible* to gain muscle eating at maintenance, and even in a slight deficit. BUT consuming a caloric surplus speeds up the muscle growth process. Now... regaining lost muscle is easier than gaining it in the first place. So it is easier to regain lost muscle without being in a surplus than gaining muscle normally without being in a surplus. THE POINT IS: It is possible to regain lost muscle without being in a surplus BUT it will still be faster if you are in a surplus.
Understood, however I don't think anyone has the problem of not enough cortisol unless their HTPA axis is completely toasted- from chronic excess cortisol. Or is this a misunderstanding?
There are people who actually inhibit cortisol too much either by taking supplements that can lower cortisol or, more likely, by consuming too much carbs right before a workout. Carbs have been shown to decrease intra-workout cortisol production. While a small/moderate carb intake prior to a workout can be helpful, too much can have a sedative effect by reducing cortisol and adrenaline
Cortisol is not an enemy until it is above normal range in long time
