I am not sure if it is a B-side. Bernie wrote a lyric for the album called "12" that Elton never set to music just like "Dogs In the Kitchen.
I prefer this to Noah's Ark, it was worth a place on the album. Anyway, the new album The Union, with Leon Russell, is superb
