Some of us in Houston live in areas where there is little to NO cell service. I for one, have no cell service at my house - been that way for years. Let's not forget that something like 1000 cell towers in Houston went down during Beyrl. Advocating mobile phone apps is poor advice. Also, for many, the internet went out - and for some it's still out - so pointing people to web pages is kind of useless too! Want to survive a storm in Houston? You're going to have to rely on yourself. Have back-up power (i.e. generator), fuel and oil for your generator, water for at least a week, food (canned and dry food), can opener, a way to cook without electricity, personal sanitation, first aid kit, batteries, flashlights and lanterns, books or games, a tarp, rope or cord, a basic set of tools to effect repairs, a radio, storm gear, and some form of self-defense to protect you family and home when the looters come out (remember, no cell phone service means you can't call the cops).
This myth of battery "generators" has to stop. It will not run appliances for very long. And MANY of these can NOT be used for power OUT while you are recharging with solar panels!!! They are expensive for what you will get.
