You gave the plasma pistol which basically shoots mini stars, neo volkite, heavy lass rifles, amd dozens of types of different bolt rounds from blackstone to black hole ammunition and more. Space Marines can dodge hypersonic projectiles and even slice them out of the air. Theres so many variations of weapons and armor types you have to be very specific.

Frank Horrigan is essentially a stabilized Thunder Warrior with cybernetic enhancements and more advanced power armor. Thunder Warriors always wiped the floor with Space Marines whenever they fought each other, it wouldn't go any differently if Frank fought an Astartes.

friendly reminder that the writers for fallout 2 confess the only reason why frank is even killable is solely due to plot armor. they said that realistically frank should have been able to kill everyone and survive the nuclear blast of the oil rig exploding. gonna be honest, in my opinion a nuclear blast is just a tiny bit more powerful than a bolter. if an eversor assassin can kill an entire squad of space marines, frank horrigan would no doubt wipe the floor with an entire squad and barely make a comment about it
