If Lighter is a Fire characte I'd say Yanagi, for the simple reason that I need a 3rd Electric character as a way to do a full Electric Party for those times the I need to fight enemies that are only vulnerable to Electricity.

Skipping both for miyabi

Skipping both to get Harumasa and Miyabi, already have a working shock anomaly with c2 and weapon, not going to throw her away, maybe in the future, but not now. Exactly same situation with Lighter, Koleda c2 with weapon it's a really fast stunner, not looking for a better one for now...

Lighter will buff Burnice + Miyabi team, also Ellen. I'm skipping Yanagi for Miyabi anyway.

Miyabi has been shown to be an ice-anomaly agent, so she goes well with both of them. Maybe even as a team, but that would be hard to work out.

unfortunately her two instances don't make diference, the buff stay on all the time, play with her is just auto-auto-auto-skill-auto-auto-auto-skill-repeat forever, she changes from melle that teleports behind in the 4ºattack to a melle that teleports behind in the 5º attack, she looks more like a S rank of static channel and not a limited one
