After a lot of faffing around, I realised that for the optimisation settings to be turned off, you need to restart the phone for it to work more effectively. find your location at the beginning of the day and Google maps seems to be working perfectly now. I keep my phone setting on high all the time now and battery use has not been an issue for me.
