A thought about the new plague system: it would be cool to have a relatively early-mid tech that reduced the cooldowns for plague symptoms to become available again. That way at higher levels you would still have symptoms moving around, so you couldn't fully control what was available, but you'd still mostly have access to the symptoms themselves

I feel bad that I keep commenting, but the other thing that I feel like you should be able to say is "Unless you are bringing at least X amount to the table, I'm not interested in your war", where you can set X to something like 5 large.

No no no, If we had no CD. There would far too many plagues and become too easy and the new plague system is way better. Could the numbers be tuned differently? sure
