I think Garou wins Extreme Diff or it's a draw, Garou wins maybe 50/100 times, 5 draws, and Boros wins 45/100 times. Why? Well we know that Boros can't keep up Meteoric Burst for very long, as he runs low on energy. Meanwhile Garou is shown to be able to evolve on his own into Gargoyle Garou from Winged Garou, so honestly he might be able to evolve past that on his own, because we don't actually know how else he could have evolved because Saitama punched the monster shell off him. I mean the calcs of Boros are impressive sure, but Garou has superior fighting style, and it's not even a question, and Garou could adapt to Boros relatively quickly. Speedwise, I'd say they're kind of on par honestly. I firmly believe that Saitama was holding back against Boros and just let himself get combo'ed prior to moon kick to see what Boros could do, and I'd say him claiming "it's almost a real fight" is his evaluation of what Boros can do. And Garou does actually catch Saitama off guard multiple times, granted Saitama was mostly casual in his fight with Boros. As for Saitama getting injured, I absolutely don't think that that's blood honestly, it's far too dark to be blood (it's almost black), and honestly it's probably just energy radiating off Boros, or pieces of Boros' ship just flying around because he's moving so fast. Does Saitama get scratched? Sure, but he was being mostly casual up until he comes back from the Moon honestly, because I don't think he would have said "You're boring me" to Boros if he was actually being serious from the start. Like I do think Saitama was just letting Boros have fun. As for CSRC, it does look like it takes Boros a couple of seconds to charge it up, and given that Garou is not only Smarter than Boros normally, but he has superior Battle IQ, so Garou should no doubt be able to interpret what is going on and either get out of the way, or even charge at Boros before he can unleash CSRC. Another thing is that Garou using Fajin always seemed to be confident enough that he could penetrate Saitama's exterior and crush his insides, and Boros was also confident that he would be able to end the fight with Meteoric Burst. The difference is that Garou was confident of this when he was still in Bulky Garou form, and since Saitama obviously has greater durability than Boros, Fajin used by Gargoyle Garou should be able to splinter Boros into a couple pieces (like 5-10 maybe), while Boros was only confident that he beat Saitama after a grand combo of moves. So the last Fajin Garou uses could be above the whole combo Boros does to Saitama before kicking him to the moon. (Although yes this doesn't happen in the Manga, but he has the same reaction whether or not he does the combo so it's possible in the anime the total power of his combo is equal to the 2/3 attacks he did in the Manga) Also Saitama does block Garou's attacks in Chapter 164, you can see him swatting away Garou's punches before he does the Extreme Fajin, and before getting hit into the volcano aswell. And finally ONE doesn't even mention CSRC in the Webcomic Garou vs. Boros fight so he likely thinks that either Garou can react to it quickly enough, dodging it or otherwise, or that he could even tank or deflect it somehow. In conclusion, Gargoyle Garou could either evolve, or just block enough attacks from Boros, then adapt and stay in hot pursuit of Boros to not allow him to charge up CSRC, until Boros runs out of energy, about half the time. Close to half the time, Boros can stay on the offensive and not let up until Meteoric Burst is over and defeat Garou.
