Health Minister Shane Reti has ended months of speculation by unveiling the scale of financial crisis at Health New Zealand / Te Whatu Ora.
This week, Raw Politics examines who should take the blame for a growing deficit at the country’s largest single department.
Health NZ is bleeding $130 million a month, but is it because of Labour’s mismanagement or National’s underfunding?
Newsroom political editor Laura Walters, senior political reporter Marc Daalder and national affairs editor Sam Sachdeva discuss when a government should disclose serious financial issues.
We also take on the weighty issue of the just-released report of the Royal Commission into abuse in state and faith-based care.
The Government will apologise for decades of abuse and even torture that occurred under successive governments, but is that enough when harm is still ongoing?

    One of the major causes for the sudden increased cost in health was fair pay agreement pay adjustments - backpay. That took up most of the newly allocated funding, which should have been planned for by Reti and Willis. Both looking pretty incompetent.

    PM is trying to control opportunities to question the governments actions. To cut back 10 to 15 minutes is critical to develop of the country. ( Preparation time ! The PM should be fully aware what is happening. )

    Labour's training of people and immigration rules increased the supply of nurses. NZ doctor train was increased by Labour but they still in training.

    All talk from Luxon when they’re implementing a bunch of policies that will fly in the face of the recommendations from the royal commission. So many stories of being torn from their culture and identity in a climate when the current government is trying to get rid of the specific amendment that forces government ages to connect children in care to their cultural identity.

    The ‘boot camp’ approach is quote different than historically. The 9 month wrap around care post boot camp that is revolutionary and will make it work.

    This is really bad reporting. Nicola Willis used outdated figures in her budget which ignored increased inflation and immigration figures. That meant health was underfunded by 4.5%. It is really quite simple. Why are the three of you being so vague about the actual cause?

    I’m loving the format and perspectives offered in these shows. The detail and context you provide collectively is super useful - love your work. PS. I think National will look for any opportunity to drop these boot camps asap. I believe this pilot programme (and its efficacy) will be heavily scrutinised by everyone over the year or so. National will be crossing their fingers everything goes well.

    Hey @newsroom team, you need to sort out your audio production. The room sounds horrendous, the echo & delay is outta control. Get some dampening in the room & a producer who knows why they're doing regarding audio engineering. This actually hurts to listen to via headphones.

    Luxon doesn't want to front up to the media because anyone with half a brain would call them out on EVERYTHING they've done. I do find it amusing that all those crying out that Jacinda destroyed the country is now getting a real eyeful of what destroying a country looks like.

    Like with everything else with this government, things just aren't adding up. Maybe the lack of info on the deficit could be doing to aging systems and reduced backoffice staff (that followed after a massive restructure that got rid of roles and did not fill roles that were removed 🤔). The person that looked after those spreadsheets was likely made redundant 😅

      If they were serious about saving the country money rather than placing something for the public to consume and get angry about front and center while they get the rest of their policies through under Urgency, then they would make cheap changes with massive outcomes. Taking a full 60 seconds to think about it, a few came to mind. We don't have a national database for teachers to swap and reused teaching plans -that would save hours and teacher retention. The MSD software hasn't been updated since the 90's, and that would save hundreds of thousands of hours of time. Partially redeveloping the indebted Te Pukenga into medical training would both save the institution and give us nurses and doctors cheaper than importing them from overseas. Removing perpetual leases will both stop an injustice and allow people to increase GDP by allowing them to produce with their own land. Then you get things done by other countries, like Australia's job bank, building apprenticeships for social housing, state owned assess for state interests like a wood treatment plant to get the cost of building down or a couple dozen other measures. They never will though because that's not what they want. Some people are being far too generous to them and giving them the benefit of the doubt well past when it SHOULD have passed. Most of this is distraction tactics to hide how they're selling off NZ piece by piece. We're paying landlords for their investment choices already, we're about to re-start state funded private charter schools, our hospitals are being run down so private is the only viable option and they're making it into a real libertarian wonderland where if you're poor, you don't deserve to live.

      You ever wondered where all the covid debt went to? How much was it? Who financed the debt and how? Were any caveats put in place as a contingency incase of default? . . . I know the first round of shots cost NZD964,300,000(it was in their first budget) but we're only left to speculate how much the booster shots cost n how much was ordered because the then acting pm cited corporate sensitivity as the reason Kiwis can't see the contract govt signed with pfizzer. AirNZ got a NZD900 million low interest loan on top of a NZD700 million wage subsidy then got another NZD600 million loan within the first 2 months of lockdown. Them and the nzrfu were the first to ask for handouts

    Same National policy since the 50s.." Lest possible costs " doesn't meet functional requirements though. Government yet sorted the Cook Strait ferry fiasco. Really backward looking, finger in the dike philosophy. By not meeting emissions reductions, could cost NZ $23 billion. Electric cars are a temporary fad, working people are reluctant to stretch to buy an EV, which may well prove to a poor economicpurchase. Better to wait for Hydrogen or Ammonia.

    What is the 'median voter' view of NZ climate policy? It's MEGO. "My eyes glaze over" - in response to the alphabet soup of abbreviations: net zero, ETS NZU, Zero Carbon act, ERP, EBs, 'net' vs 'gross'. It's just too much cognitively for people to take in in their spare time after doing their work hours, networks, families, cultures, sports hours and the rest.

    The original proponent of "creative forestry carbon accounting" was of course Simon Upton (the current PCE) when he was Minister for the Environment in Bolger's National government of the 1990s. He explicitly pushed for excluding forestry removals from the Kyoto 1990 'baseline' (gross) and including forestry removals (net) in the Kyoto 2008 to 2012 target. So Aotearoa could comply with Kyoto even though gross emissions increased. Because the choice of emission 'accounting' allowed gross emissions to increase by the amount of forestry removals while target 'net' emissions were still less than baseline 'gross' emissions. Somewhere online years ago I found a MFAT regulatory impact analysis (for signing an international treaty: Kyoto) that explicitly stated that MFAT thought 1) NZ could profit in $$ from carbon removals, 2) NZ could allow gross emissions to increase, and 3) NZ would still comply with the Kyoto Protocol. So MFAT supported signing up to Kyoto. We seem to be now repeating the cycle on forest carbon!🤐🤐

    Silt from grassland was The major devastation from cyclone Gabrielle, forestry slash was a force multiplier. The real issue is clear steep land that was forest 150 years ago. Now it's eroding topsoil at the fastest rates on the planet. Be clear it's grassland on steep marginal land that did most damage.

    Not just England, many also from Wales. Also don’t collapse social standing with economic standing. They overlap but are not the same thing in migrant communities especially where different skill sets and characteristics were valued more or less than in the home country.

    When I was a public servant in the 1970s- 1980s (and I worked in a wellington based head office) we prided ourselves on be neutral and faithfully carrying out the policies of the elected government of that day.Unfortunately this doesn't appear the case anymore and some public servants seem to have the attitude that labour didn't really lose the Election last October and want to carry on regardless;some deliberately trying to thwart their Ministers.The Coalition government has a comfortable mandated majority to clean up the mess that has been left and if certain public servants don't like it they can always resign and get a life!!!. last October

    I have never heard so much uninformed bias. Clearly they had no idea of the function of the public service. What the Coalition inherited was a service that had become political eschewing its historical neutral stance. Some of those departmental CEOs would have tried to sabotage the Governments strategy just as the mainstrean media did and continue to do.
