Teachers working in the State system can be directed to work in a Charter School even though they have collective employment agreements. Here is how I see the "localism" in the Co-Government's stopping Otago Regional Council adopting it's freshwater plan. That plan should clean up water quality especially from diffuse agricultural run-off. Which is the goal of the 2020 fresh water National Policy Statement (Te Mana o te Wai). Remember Federated Farmers and Beef and Lamb have been appealing the Otago water plan for years. So for Otago water quality and regulation, the Co-Government's "localism" is "do whatever Federated Farmers tell us to do". Nice to have mates in central government when you can't win on the basic facts or in the planning or in the Environment Court or High Court! 😅🤣
