Why does the rpm gauge revolve slowly when you started it and then on the second attempt, why does the gauge do complete revolutions and then bounce some more while starting?

I always sit in the front seat and see my driver changing the gears and yeah XD.
It's weird when the alarm activates that the tachometer gauge goes up and then down, and then in a circular pattern.

2002 and 1990. Also, they stopped manufacturing the TC in 2003 so there's no way that one is a 2010.
