You can get fearow with lvl 20 easily when come to goldenrod city, go to gatekeeper at north and take the mail from his pokemon, and giving the mail to other bird pokemon.
I'm still taking Totodile over Cyndaquill. Fire types aren't useful in Johto. You're going to have a flyer 99% of the time. Making the bug and grass coverage of fire redundant. That leaves steel and ice, which guess what you have a fighting type in Heracross. If you want to spend a moveslot on a mon for a coverage fire attack go for it, but taking a whole monotype fire mon is a waste.
@pokerebels well for starters (literally) IF you're playing heartgold you can catch the most powerful fire pokemon in the game before the e4 so typhlosion is an absolute waste

I tried out Slowbro as my water type, it really is an underrated option, good stats and movepool, and it pairs really well with Quick Claw
