I would assume that the bone disc is there for decoration, however, I believe bone is quite a good insulator so its possibly there to isolate the metal ferrule from the metal shaft as your fingers are more likely to come into contact with the ferrule than the shaft in use. So possibly intended for use on electrical components ?
