It seems to me it would be easier to mount a step bumper receiver upside down on the garage floor. Pretty sure that would be something you could source from Hobo Freight or maybe U-Haul.
Look...y'all are like me...garage/mechanic hobbyists.. but even I know to use pilot bits and step my sizes up..whether its wood, metal, or concrete. Video after video I see people just go at it with the full size (3/8" or something) bit and expect it to go smoothly. Vacuum as you go a little at a time, use an air gun to blow out the hole before dropping anchor so the anchor sits flush. If you dont step it, you burn up bits and batteries unnecessarily. I used those 3/8" Wedge Anchors on my winch in the garage..they will raise UP after tightening, so you have to account for that. Most use 2 centered anchors that end up blocking the winch cable..I drilled holes in my bracket for 6 (ended up using 4 though) and put them off to the side of the cable so it doesnt interfere. The anchors called for '25 ft/lbs' to torque down. So I put down my metal plate, torqued them down to get them to set, then removed the nuts, set my plate down, then retightened them snug. Also, removing the cable guide makes it 100% easier to get the nut in the front tightened down. Over all good job and hope this one lasted longer...I wish I had seen videos like this years ago instead of me not thinking and just trying to constantly move dead vehicles in and out of my slightly sloped driveway. Miatas, Focus's, C10's, etc..this would have made life so much easier years ago especially considering I tend to do projects without any help..pulling engines to moving them around in the garage. Im stubborn and dont like relying on others 😅
I appreciate the thoughtful comment. This one has lasted longer. I'm actually about to remove it soon because my house is now for sale. I'm thinking just cut it off flush with the floor with an angle grinder. I hear ya on the stubborn thing.

That’s funny. I know I know I know. Me too. I gotta make a run for the border. In a couple weeks when I’m back in Texas I need to make that car a high priority. It deserves it.
You're brave to post this. They used an epoxy underneath the plates to mount industrial size robots. If you find some and put it underneath that plate it ain't coming up.

Either buy one or weld a receiver tube to a steel plate. It’s on my list.
You should use drop in anchors and use a bumper receiver hitch mount.

FWIW : I would have left winch where it is and by new one for trailer!

You could have pull all the metal rope out and give your self more space to work
