No, the governor is there to maintain the proper engine speed when the machine (tiller, snow thrower, mower etc..) is put under load. It backs off again when the load is reduced. I hope that makes sense.

The previous owner messed it up and blew the engine (the retaining clip on one of the valves broke and the engine wouldn't run). I did a complete tear down and rebuild of this engine. This is me setting it up according to factory specs. I am not gaining any RPMs that the factory didn't mean for me to have! Thanks for watching.

Whats the small numbers on the throttle arm for? Its the one where the governor spring attaches to.

how many more rpms do you get after doing this and question but did yours start grinding something after you messed with it

Mine runs but won't idle, when I try to adjust the idle screw it just shuts off, any ideas?

You turned it clockwise rotation 🤣
You see that I turned it both ways to demonstrate the range of motion. Before I tightened it, I turned it all the way to the left (counter clockwise).
