If we take GB:TVG as soft canon (as in still technically connected, but glossed over) to the new movies, Shandor is one persistent little toadie. I mean, he started the Gozer Worshipers, built 550 Central Park West, built his island, rebuilt the Sedwick, Museum, and library, converted the selenium mine in Summerville into a second or third entry point for Gozer after Dana's apartment, gave his associates powers, captured a friggan Sloar, cast a spell on himself so his body could sleep until Gozer arrived, and while his body did so he possessed the mayor of New York. WTF, I can barely find time to cut the grass!
So technically there’s one earth the diffrent dimensions are the ghost world not much has been released about they’re world and I will reply to this comment with more info
4:14 Ivo Shandor was one of the best GB villains imo because he used the same sciences as the guys but for the other side. He’s really the only character in the series to do so on such a large scale and so effectively. The fact he got reduced to literally half the man he used to be just kinda sucks
The Ideal Masters originated on Nirn in the Merethic Era as an early order of sorcerers who practiced necromancy and trafficked in souls. They grew to become very powerful, and eventually found their physical forms to be unacceptably weak and limiting. After transcending these forms and becoming beings of pure soul-energy, the sorcerers entered Oblivion as immortals and selected an area of chaotic creatia to create the Soul Cairn, a realm ideal for their role as soul merchants.

You have a point. By this logic, Gozer would be a Daedra, or potentially a Daedric prince.
