I do not agree that taking the assets of a country that has launched an unprovoked war would undermine the confidence of world markets. All it does is really set the precedent that wars of aggression have a direct financial cost to the aggressor so don't do it. It would also act like a canary in the coal mine if an agreesive state starts pulling their money back home perhaps they are planning to go to war.

For my part, I also cannot understand that in establishing a free world order where an international court also has jurisdiction over that agreed order, a means of utilising seized assets of a confirmed aggressor cannot be legally distributed to the victims of the aggressor. I'm no mathematician but if the war in Ukraine were to continue for any length of time, the interest from those assets alone could be mind-boggling and are we going to give this to Russia at the end of hostilities just because we cannot conceive of any fair way of using it constructively?
Using those assets provides another issue, it would cause investors to lose confidence in assets in those nations willing to seize assets from their country of origin, if it happens to be some other nation is sanctioned in the future, its citizens may find they will lose their foreign investments. Hence they do not invest to avoid the risk and the economic impact this has on a nation can be dangerous to manage.. this is why is the funds have not been used so far, it sets a precedent (afaik), it is crossing a rubicon.
I did actually refer to the interest, not the assets.
