Analyzing the emblems and absence of the Karelo-Finnish SSR which also ceased to exist (became part of the RSFSR) in middle 1956, that video must be from late 1956.

If anything, the stagnation towards the end was caused by post-Stalin leaders not applying communist theory properly and allowing aspects of capitalism to trickle in to the Soviet economy. This partly explains the Khrushchev thaw. A few mistakes the USSR made that *did* contribute to its ultimate downfall were not doing anything to minimise the death toll of the Holodomor and engaging with the US' military spending race. Not really something the Soviets could afford when they are still catching up with the US economically (the US had the advantage of a vast taxpayer base and a relatively unscathed industrial base after the war).

But I agree they did too little, they were still sitting on many deposits that weren't used to help the famine because it could've gotten worse. In the end, the suffering did warrant more action. And regarding the "total failure" comment - Russia plunged to 51% poverty rate after the fall of the USSR and still to this day doesn't compare to pre-91 conditions.
