+0deadx21 Not really, he might be somewhat neutral just like in most of the comics, I'm guessing someone from Wakanda was killed during the "United Nations Looking" explosion and black panther was after bucky, in one scene he's fighting bucky, in the other scene he's trying to capture bucky....and only bucky.....Going after bucky does not equal "Being on Tony's side" or supporting the registration act. just my two cents.

Anti Mutant Registration = Captain America, Winter Soldier, Falcon, Luke Cage, and Hawkeye.
Most everyone else stayed neutral at first.

+Sam Ash In the comics Spider Man was at the beginning on tony's side, but switches sides after a hero died in a battle.
But the hero who died in the comics doesn't exist yet in the MCU, so probably there is another reason why Spidey switches side to Captain America.

Corporate Red: You talk about justice, but you protect a war criminal. The Super Soldier Program was put on ice because of an initiative I was apart of. Now I've come to officially shut you down.
