Bucky hasnt been forgiven for the crimes hes done in winter soldier so the US government wants him and other superheroes controlled and limited. Captain America is all about freedom and doing good without instilling fear. If superheroes are used at the governments disposal that would be the opposite of caps motto. On top of that he wants help his friend bucky who is a fugitive, and risk his freedom for that. Iron man believes that the government is right after all that has happened in phase 2 of marvel. - thats what i got from it.

This is the premise of the movie- After the events of Avengers: Age of Ultron, another international incident involving Captain America and the Avengers results in collateral damage, prompting politicians to form a system of accountability and a governing body to determine when to call in the Avengers, which results in the fracturing of the team while they attempt to protect the world from a new enemy.
+Gattor Martin, to give you guys a quick jist of the story, pretty much whats going on, is that Bucky is regaining his memories of Captain America, as you saw. The main plot is that the government is attempting to pass an act to where the Avengers are restricted to how much freedom they get to fight crime. Iron Man is supporting this when he says "If we can't learn to accept limitations, we're no better than bad guys." Cap, however, is against this because he believes that if they are restricted, they won't be able to deal with all of the threats that come about. This is what causes a division of the Avengers down the middle, with Iron Man's team facing off against Captain America's team, with all the avengers having different reasons for choosing their respective sides. At the end of the trailer when Captain is talking to Tony about how Bucky is his friend, and that he wouldn't be doing what he's doing if he didn't have any other choice, he is saying this, as well as he's my friend, becausr of the fact that Bucky is captain's best friend, and because of Tony being on the other side, Captain feels that his only choice is to go up against Tony with Bucky. When Tony says, "So was I," that vould mean that Tony can't believe that Cap is shrugging him off, but it most likely means that Cap was Tony's friend at one point, but now they are split between each other.
Bucky is the reason they are demanding the registration act because of the things he did in winter solider, also they said vigilantes because of spider-man & daredevil things like that, tony is all for the registration & the reason why their jumping him is because Bucky killed Tony's dad and cap is just protecting him because that's his BestFriend
Bucky says in the trailer that he doesn't want to do bad anymore, and Iron man is agreeing with the government to control captain America, but captain America doesn't agree with that, and so they each have their own team of avengers, and they are going to go to war against each other! XD

They also throw in the modified Superhero Registration Act which Steve doesn't agree with, either. Iron Man thinks they should have limitations, which he would after everything that happened in AoU. And then on top of that, Tony will also have some bias towards Bucky as Bucky was the one who killed his parents. I imagine he'll want Bucky to be put on trial for that which Steve will vehemently disagree with. So Bucky is really the whole catalyst to everything happening in the movie.

Since they're having trouble laying their hands on anyone recognizable from HYDRA, the government's makinghim the face of it, turning him into public enemy number one. Now whether they honestly believe it or if they knowbetter and are turning Bucky into a scapegoat anyway doesn't matter, either result doesn't sit well with Cap as he knows the truth about his friend. Tony, on the other hand, is trying to play nice (likely because he feels guilty about that Ultron mess) and do what he's told. This is likely the issue that's gonna divide the team: choosing whether to obey the law or fight for justice.
