Even in the US there are major differences in the time zones. I've lived in the more eastern part of the Eastern time zone (PA and NY) and also in the western part (West Michigan); the sunrise/sunset patterns were markedly different for the hour, but it affected nothing else.
Sure, but that's within reason. If California was on Eastern time, the sun would rise at 9 AM in the winter and set at 11 PM in the summer. There are cities North of the Arctic circle where that happens, but it would be disrupting to big cities. In China nearly everyone is in the East, which is how they can get away with it I guess.

Normally it is an hour and a half to go the long way and 20-30 minutes (depends on the lights) the other way. Today however traffic was so fucked up it took me 15 minutes to about half a mile. So I noped out and took the long way, arriving home more than 30 minutes earlier than I would have had I gone the normal way. Traffic engineers need to get their heads out of their asses and solve the real problems instead of doing speed surveys on the same road for the 5th time in a month.

New technologies were developed just to do that. People came to his funeral on the bus. The bus has become a big family where no one intended to be with another for more than 20 minutes. In the story, eventually, after the state had built many, many more roads with a new mayor and everything, the traffic jam was resolved. The bus finally reached its destination. Living in Beijing, I can say that riding a BIKE while carrying all my school stuff (CHINESE SCHOOL stuff, probs 7kg) is still better than taking the bus or a car. You’re zipping through traffic on your bike, while all these losers warming up the earth in their cars are going nowhere.
There is a break-of-gauge between Chinese standard gauge railway and Mongolian Russian gauge railway, preventing efficient cargo traffic. Adn there is plain not enough tracks in Mongolia or Inner Mongolia to carry the coal. Currently significant work is being put in place to allow transport of Inner Mongolian coal on rails using 30000-ton trains hauled by HXD1 and HXD2 locomotives, two of the most powerful locomotive series ever produced in the world. There are also talks for building standard-gauge heavy-haulage railway in Mongolia for the export of coal.
