Youre right, he might not like to compete against the world but the world admires, respects and loves him and his diving achievements. On the other hand, we know that he is no longer on the National Team due to injuries and is now on the provincial team. He competed at the China Nationals in Synchro this year.
I'm not sure but he's never been outspoken about anything political like some of the other divers in the past. Maybe his body is giving out... and he failed to get a gold in Tokyo.
The reason was that he has failed the national team of qualifying competition of world championship. There is so much talent in the Chinese diving team.

Chen is actually no longer competing at the international level for now. He is not training at the national training center in Beijing. :(
