Joker wins the battle but loses the war, that's the point. He wins with Dent but loses with the boats and the innate goodness of the Gotham people, even with the chips are down. I'm surprised you didn't mention that.

I like your work very much but I think you are wrong about the placement of Gordon.
Gordon breaks rules in this movie. He protects Batman and refuses to arrest him as the law demands. He pretends not to know the usefulness of the searchlight on the roof of the police. He will pass himself off as dead to his family: which is a violation of a moral rule. His wife is going to slap him for that.
Gordon will, at the end of the film, protect the lie about the real circumstances of Hervey Dent's death.
There is no significant moral or philosophical conflict between Gordon and Batman. It is normal to find them at the same angle.

This scene reminds me of the comic book "The Killing Joke", where the Joker said "All you need to make a man crazy... it´s a bad day...! "
I never understood Joker's motive of proving how men will be when stripped down of our societal rules. Of course we're have a higher chance of going back to our bestform until a new society is reastablished. So, there's the answer. What's the benefit of proof? I just watched this for the first time yesterday matter of fact. Along with following the screenplay. Written well. I noticed some director choices of scenes changes were made during editing.
