Main reason they put this plant there is they are doing a lot of highway work near by. I assume they will sell to everyone but main thing is to keep up with the highway job first.
Depends on which plant or dealer you purchase from. Also depends on where and how in depth you want to go with the plant. I can’t really throw a number out there for all to see.
