They will set off the siren if the radar has indicated rotation with the conflicting winds. If this happens this is considered a radar-indicated tornado warning.
the sirens are set off if : there is a "strom capable of producing a tornado" there is a "reported tornado/ funnel/ meso bla bla bla that has been reported by a qualified storm reporter" there is a "radar indication that has probable cause for beleif that a tornado or tornado causing activity may be present" or other metorolothereninggicaly activity
Where I live the sirens are so high pitched its so annoying, lol...and just like that they go off and NOTHINg happens!, ohh, i feel bad for you peopk ewho live in oklahoma sorta scary seeming storms....tah, I freak out and i live in Michigan, lol.....
when i lived in OK, i hated the sirens.
anytime they went off, everyone went outside and looked for the funnel.
they scared me so much.
i live in Oklahoma County which is HUGE, i think there was a funnel somewhere in the county, but not where we were.

They sound the sirens for tests, and also when they turn on the siren's it means a Tornado warning or a possible rotation
i guess since i've lived here all my life they don't scare me so much anymore. :)
