In this section, they discuss Loper Bright Enterprises v. Raimondo, challenging the “Chevron doctrine” that required courts to defer in most cases to the expertise of federal agencies in interpreting laws passed by Congress.

Only congress can make laws. Agencies carry out those laws and should never be allowed to interpret those laws. The chevron deference allowed bureaucrats not congress to make changes according to the ideology of the Administration in office at the time.
LEGISLATORS need to write laws if they are needed. The Constitution doesn't give bureaucrats the authority to write laws under the guise of "policy" or "regulation".
I work for the Medicaid office in my state government and I am very familiar with state And federal medicaid policy and I find there are too many unimpressive, partisan people hired in top positions through favors, favoritism, or anything but deserving , imploding agencies with over zealous and bad policies,more bureaucracy and less verifications. MAGI has been a free for all since the pandemic keeping the 30% window on discrepancies, title XIX has been has become omnibus on top of omnibus. From FNS to CMS they have all overspent and continue to blow more taxpayers dollars to clean things up.
Down with the administrative state.
“Accountable experts” have turned into “write me a check, I’ll make a rule for ya”.
Chevron going down is the best thing to happen within LAW-making because it stops preferential RULE-makers. The Legislature now needs to get off their collective butts and pick up the ball.

I have a two-part question who's responsible for enacting laws and who is responsible for interpreting laws? Is the answer the Congress and the judiciary or the bureaucratic agency?

I’ve been in the game over 50 years. It’s a mess. Try get an appointment if you’re sick. You’re directed to go to the ER, wait a minimum of 12 hours, and pay a bill 20 times the office visit you needed. When the Obama administration forced us to use EMRs you spend so much typing your productivity dropped 50% and private practices closed. He effectively cut the physician manpower in half. I think next presidential cycle healthcare access will out poll immigration.

Agencies can still get laws passed if they can demonstrate that the law agencies want is a good one. That's how it should be; laws should be made by Congress.
The case wasn't about fishing, but about a US agency behaving like a thug toward citizens. The 1984 Chevron case gave nameless, faceless, unaccountable, unelected, bureaucrats the power to make, in effect, law. Agency's will still be able to provide their opinion to the court, but they must now persuade the court, not overpower the court. Government Lawyers will now have to be-better in court and go back to prioritizing service to citizens. Ths decision SAVES DEMOCRACY by reminding bureaucrats that they serve citizens, not the reverse.
If these so-called experts are so knowledgeable then they should have no problem convincing an impartial judge.

they cannot do that! State laws cannot and do not have power over the Federal Courts or the Federal Government. Chevron wasn't thrown out but it will be limited but they cannot stop it.
Thank GOD that OBAMA changed the laws that required 60% approval for Supreme Court justices to just simple 51% majorities. This is what allowed Trump to put in 3 justices. Truly a historic president Obama was! Hahahahah
