I just listened to the mono version here on YT, and heard NO bagpipes. I heard violin, strummed and picked fuzz guitar, straight strummed electric guitar, tambourine, drum kit and bass. Even the "Original TV Recording" (Which is the studio version anyway) and no bagpipes.

Now the video description here makes sense to me - it should be read as if in Great Britain, December 1st, 2012 (not what it looks like across the pond, January 12th.) I checked The Monkees on setlist.fm (118 pages of tour dates! A group that plays musical instruments and tours is a band.) There were 12 venues in 2012 performances Nov.8 through Dec. 2nd - Escondido, CA; Santa Barbara, CA; Los Angeles, CA; Cupertino, CA; Minneapolis, MN; Chicago, IL; Lakewood, OH; Buffalo, NY; Glenside, PA; New Brunswick, NJ; Huntington, NY; New York, NY.
I honestly think they came up with this arrangement simply because they just can't do the original arrangement anymore. This song never sounds good slowed. This was written and played as a fast paced song and should always be played that way. I just don't like this version.
Returning Shadow I’m sure that’s part of the reason. Not that unusual for older bands to change the arrangement, and I prefer the original tempo as well but if slowing it downs allows them to play it that’s better for people attending the show.

Mike co-wrote the song, and they're not in their 20's anymore, and their fingers probably aren't as nimble as they were then.
