You see, and red team are spartan II WASHOUTS. So they failed initial augmentation but got another go at it. Imagine if Red Team actually passed initially, they'd be unstoppable
They’re still just as strong as any Spartan II. The augmentations just didn’t take the first time so it held them back from deployment for a little longer than the rest. Months of physical therapy and then a second time through the augmentation process. (Imagine going through that hell twice, yeesh.) But yeah, if they’d deployed with the first group of successful Spartans, Chief would’ve had quite the Ally in Jerome and Red team.

After rehabilitation, he succeeded in the second attempt at augmentation and would be issued as leader of red team upon mental examination.

As far as the ultimate Fireteam goes, why try to improve perfection? Blue Team all the way. You got the best Sniper, by far. The fastest Spartan, by far. The best CQC Spartan, by far. And the luckiest Spartan, by Far. Plus Fred and Chief are both part of the 4 Spartans of whom Halsey said that they are vital to change and win the Covenant War, the others being Kurt and Jerome. If those 4 didn't exist, Humanity would have lost the War.
